INVITATION TO BID
The Embassy of the Philippines in Washington, D.C., through the Philippine General Appropriations Act of 2012 intends to apply the sum of Eighty Five Thousand Ninety Eight Dollars (US$85,098) being the Approved Budget for the Contract (ABC) to payments for the replacement of the carpet on the ground floor through fourth floor of the Chancery, repair and retrofitting of the floor, walls, and ceiling of the main reception area at the first floor and repair and retrofitting of the floors on basement 2nd level through 1st level (ALL inclusive of labor and materials), as follows:
1. Replacement of the old floor carpet at the ground floor (1955 sq. ft.), 2nd floor (950 sq. ft.), 3rd floor (1550 sq. ft.), and 4th floor (1200 sq. ft.).
Scope of Work:
A. Removal and disposal of worn out carpet
B. Floor stripping, application of plastic protector, and clean up
C. Replacement of old carpet with 100% BCF Polypropylene carpet fiber with EuroBac backing system (carpet tile size: 50 cm x 50 cm)
D. Adhesive: Kraus/premium adhesive KPA301
E. Installation method: Quarter-turned or brick
2. Repair and retrofitting work of the main reception/conference room floor of the chancery building (approximately 2000 sq. ft.)
Scope of Work:
A. Removal of floor area carpet
B. Application of wood floor sanding
C. Removal of dirt, application of special cleaning material on wood floor surfaces, and clean up
D. Installation of new hardwood flooring material
E. Disposal of debris and waste materials, and site clearing (including old carpet)
3. Repair and retrofitting work of the main reception/conference room wooden walls and ceiling of the chancery building
Scope of Work:
A. Painting of wooden walls and ceiling including baseboards and cornice
B. Application of wood paint sanding and patching
C. Removal of dirt, application of special cleaning material on wood surfaces, and clean up
D. Site clearing and disposal of debris
4. Repair and retrofitting work of the concrete floor of basement levels 2 through 1 (hallways and cultural room) of the chancery building (approximately 3,200 sq. ft.)
Scope of Work
A. Removal of floor area carpets
B. Application of concrete sealer and floor preparation
C. Removal of dirt, application of special cleaning material on concrete surfaces, and clean up
D. Installation of 12” x 12” quarry ceramic tiles
E. Site clearing and disposal of debris
Bids received in excess of the ABC shall be automatically rejected during the bid opening.
The Bids and Awards Committee of the Embassy of the Philippines in Washington, D.C. now invites bids for the abovementioned project. Delivery of the Goods/Services is required on or before January 15, 2013. Bidders should have completed, within the last two (2) years from the date of submission and receipt of bids, a contract similar to the Project.
Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (Philippine law), otherwise known as the “Government Procurement Reform Act”. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184.

Interested parties may inspect the Bidding Documents at the Property Office, 3/F Embassy of the Philippines, 1600 Massachusetts Ave. NW, Washington, D.C. 20036 from Mondays to Fridays, 8:30 AM to 5:30 PM, except during US Federal and Philippine holidays announced on the Embassy’s website, http://www.philippineembassy-usa.org.
A complete set of Bidding Documents may be purchased by interested Bidders at the 2/F Administrative Section, Embassy of the Philippines, 1600 Massachusetts Ave. NW, Washington, DC 20036, in accordance with the schedule above and upon payment of a nonrefundable fee in the amount of Eighty Dollars (US$80.00). Only Bidders that purchased the Bidding Documents will be allowed to submit bids in accordance with the schedule above and at the aforementioned address.
The Bids and Awards Committee will hold a Pre-Bid Conference which shall be open to all interested parties in accordance with the schedule above at the 2/F Conference Room, Embassy of the Philippines, 1600 Massachusetts Ave. NW, Washington, DC 20036.
Bids will be opened in the presence of the Bidders’ representatives who choose to attend. Late bids will not be accepted.
The Embassy reserves the right to reject any and all bids, declare a failure of bidding, not award the contract, or annul the bidding process without thereby incurring any liability to the affected parties.
