INVITATION TO BID

The Embassy of the Philippines in Washington, D.C., through the Philippine General Appropriations Act of 2013, intends to apply the approved budget of Twenty One Thousand Five Hundred Dollars (US$21,500.00) for the power washing of the chancery building at 1600 Massachusetts Avenue NW, Washington D.C. 20036, particularly the exterior building façade including the front, rear, side, parapet, windows, and sills.

The Bids and Awards Committee (BAC) of the Embassy of the Philippines in Washington, D.C. now invites bids for the project.

The submission and opening of bids shall be held on August 07, 2013, 2:00 PM, at 2/F Conference Room, Embassy of the Philippines, 1600 Massachusetts Avenue NW, Washington, D.C. 20036.  Bids submitted beyond 2:00 PM on August 07, 2013, will not be accepted.

Interested parties may inspect and purchase the bid documents at the Property Office, 3/F Embassy of the Philippines, 1600 Massachusetts Ave. NW, Washington, D.C. 20036 from Mondays to Fridays, 9:00 AM to 5:00 PM.  The cost of bid documents is a nonrefundable fee in the amount of Twenty-Five Dollars (US$25.00).  Only bidders that purchased the bid documents will be allowed to submit bids in accordance with the schedule above and at the aforementioned address.

Bidding will be conducted through open and competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act No. 9184, otherwise known as the “Government Procurement Reform Act of the Philippines”.  Bidding is open to all interested bidders, subject to the conditions for eligibility provided in the IRR of RA 9184.

Bids received in excess of the budget shall be automatically rejected during the bid opening.

Delivery of the service is required on or before August 30, 2013.

Bidders should have completed, within the last two (2) years from the date of submission and receipt of bids, a contract similar to the project.

The Embassy reserves the right to reject any and all bids, declare a failure of bidding, not award the contract, or annul the bidding process without thereby incurring any liability to the affected parties.
